I have hydrostatic cracks in my home's foundation. I have had four different solutions posed to me. Solution?

FEMA guy says I don't have to do anything, but structural engineer referred contractors. One would tear up everything outside. I'd lose the driveway, 2 porches, landscaping. One said it could be done inside, but all the 2x4's would have to come down and he would leave the inside vinyl track waterproofing system intact. Permaseal wants to put up Kevlar bands to support the walls and their own system to divert water seepage to a sump pump. How can I get a definitive answer?

if it's not real bad you can use some mortar or epoxy and patch it yourself, or get some masonry caulk to fill the cracks.
