You're on the right track, just shopping at the wrong places.

The Phenom II is a good option for cpu. I like the Phenom II x3 720 for budget builds because it overclocks well and the 4th core can sometimes be unlocked (x3 cpus are x4 cpus where one core didn't pass all the tests and was intentionally disabled)
The 9500 GT isn't much of a gaming card. You can get twice the performance for the same cost by going for a Radeon HD 4670 instead http://www.newegg.com/Product/Product.aspx?Item=N82E16814102842
For RAM, I'd go for 2x 2GB sticks. About the same price, and leaves room for expansion.
